On / Off Hire Surveys

On / Off Hire Surveys
On / Off Hire Surveys of vessels or marine structures undertaken either before the vessel or structure is delivered into a charter, or redelivered from a charter. The survey report should include a detailed description of a vessel's cargo spaces/deck areas structural condition, cargo space cleanliness, bunkers on board, listing of the vessel's statutory certificates, portable securing equipment, etc.
When discrepancies differences arise in a bunker delivery operation, our experienced team has the capability to find the error, if any, or to give out the right figures for third party agreement.
The purpose of these On / Off Hire surveys is principally to determine the extent of damage, other than fair wear and tear, which may have occurred to the ship between two dates, usually those of the commencement and termination of charter. Whilst the determination of damage is the principle purpose of the two requisite reports, one being at the “on hire” survey and the other at the “off hire” survey, there are often three other requirements. These are:
• The checking of documents and certificates
• The establishment of quantities of fuel and stores on board
• Sometimes the establishment of the cleanliness of the cargo spaces
Visual inspection conducted at the time of delivery or re-delivery of a vessel to/from a time charter.
On / Off Hire Surveys Survey is very important for a client when hiring a vessel to limit their liability, by ensuring they have the correct information on the condition of the vessel and work required in respect of the Charter Party. Hence it is in the interest of a Client to get an independent survey carried out on their behalf which will then be used as evidence for their liabilities for the Charter period.
We attending to check the condition of the vessel when she is chartered from or redelivered back to the owner which usually including in part of structure, document and bunker, Vessel survey to get a general impression by inspecting selected areas;

● Accommodation
● Passenger areas
● Safety equipment
● Cargo areas
● Machinery spaces etc
● Planned Maintenance System for outstanding items
● Sample of any prearranged open spaces (tanks etc).
● Certification and Classification records to be inspected
● Brief interviews with some of the crew members

On Hire Survey and Off Hire Survey alternative choice:

On/Off Hire Condition Survey

On/Off Hire ROB Bunker Survey
On/Off Hire Condition and ROB Bunker Survey
ON / OFF HIRE VESSEL CONDITION is
Visual inspection of vessel holds, main deck and cargo working areas are performed to identify any damage present prior to the vessel going on /of hire. This survey is carried out by us and after the completion we issue an attestation certificate.

This survey is compared with the previous condition survey carried out to the vessel, in order to determine if new damage have occurred to the vessel from cargo operations and/or stevedores damage.
As independent Marine & Cargo Surveyors, we offer on / off hire vessel condition surveys, condition surveys & pre purchase inspection in ports of Vietnam, port of the World.
ON / OFF HIRE VESSEL ROB BUNKER SURVEY is
A Bunker survey must be done, taking care to sound all tanks and correct for temperature and density, consumption of D.O, F.O to vessel delivery at Pilot station of a Nation.
The survey goals are: ascertaining the condition of the vessel prior to delivery, recording any damage to hull or cargo spaces, certifying holds suitability for loading of the intended cargoes, validity of class and statutory certificates, etc. At re-delivery, the surveyor is to ascertain whether during the time charter the vessel the vessel sustain any damage.

Pre-Purchase Condition Survey, Inspection

Pre-Purchase Condition Survey, Inspection
Pre-Purchase Condition Survey, Inspection is the most comprehensive type of inspection, and is strongly advised when purchasing a new or used vessel/ship. Condition and overall operation of vessel should be examined. This includes such items structural integrity and of out water inspection, sea trial, electrical systems, propulsion systems, fuel systems, machineries, navigation, miscellaneous onboard systems, cosmetic appearance, electronics, and overall maintenance.
PRE-PURCHASE SURVEY - CONDITION SURVEY
To provide the needed information regards on/off hire contract negotiation, financing projects, chartering or change of owner. The service could be requested including our Ultrasonic Thickness Test

The survey will include a visual inspection and usually we cover the following:

Section 1 Summary of survey and condition of vessel
Section 2 Publications and Statutory Certificates
Section 3 Management, Records and Manning
Section 4 Ship structure: External hull and superstructure, anchors, chains, windlass,
Ballast tanks, Deck equipment.
Section 5 Hatch covers, Derricks & Cranes and Holds, Cargo equipment
Section 6 Engine room, Machinery and Bunkering, Bilges, running hours if the main and auxiliary engines
Section 7 Bridge and Navigation
Section 8 Communications, antennas
Section 9 Life Saving Apparatus /Fire Fighting Equipment
Section 10 General items, crew accommodation spaces
Section 11 ISM Items, ISPS Code items, Ship and machinery log books
Section 12 Defect list and Condition Statement
Section 13 Annexes: Ship's plans, Deflection reports, Spares reports,
last cargo voyages, etc.
Section 14 Pictures
In order to establish the current status regards with present international standards, all Statutory documents will be examined and will be included in the final report.
A pre-purchase survey is an in-depth, through evaluation of all the vessel’s systems. When conditions permit, the inspection includes operational testing of all equipment. The vessel must be hauled out of the water for hull inspection. A sea trial is also highly recommended and is generally included in the cost of the survey when conditions permit and the sea trial is conducted on the same day as the inspection. Other inspections include rigging, machinery and electrical systems. Given today’s complicated vessel system, specialists should be consulted when circumstances dictate such as with large diesel powered machinery and complicated electronic systems.

A Pre-purchase Survey report is designed to assist you in post survey negotiations, scheduling required repairs, completing routine and preventive maintenance as well as making decisions for upgrades in the near and distant future.

A pre-purchase survey is a systematic, thorough, and operational evaluation of all the vessel's structure, systems and equipment that includes:

Hull, deck, & structure
Moisture analysis

Machinery installations
Running gear and keel

Fuel systems
Sea trials

Exhaust systems
Operational test of systems

Electrical systems
Rigging

USCG-mandated safety gear
Value
Value Limitations - An opinion, based on the surveyor's experience and research of available market information, as to the approximate fair market value and replacement cost of the vessel.

Preparing the vessel for survey is the owner's responsibility. Specifically, he or she should take any action necessary to ensure reasonable access to the vessel's systems (steering, machinery, sea valves, batteries, fuel tanks, etc.). This may require temporary relocation of loose or heavy gear stowed in cockpit lockers (sails, anchors, inflatable boats, cleaning and maintenance products, canvas, etc.). On some vessels, access to the machinery spaces may be limited by carpet or heavy furniture which must be moved. If the vessel's owner lives aboard or if the vessel is excessively cluttered, the surveyor will not move personal effects to gain required access. Preparations should include ensuring both AD and DC power is availability (as applicable) during operational testing. All equipment and electronics that are to convey with the sale of the vessel should be available and properly installed. All equipment that is not to convey with the sale should be removed or clearly labeled. Bilge's should be as dry as possible. Failure to make these provisions might force the surveyor to bypass inspection of a critical system or component, or the purchaser may incur additional expense if the surveyor must revisit the vessel to complete inspection.

Surveys are conducted year-round. However, severe weather conditions limit our effectiveness. The inspection schedule may need to be adjusted due to high winds, rain, snow, ice, or temperature extremes which interfere with our normal field testing and inspection methods. The personal safety of the surveyor and survey attendees is also considered.
Prior to the survey, prospective purchasers are advised to request full disclosures from the seller to include, but not be limited to: records of maintenance and repairs, engine logs, damage experience, manuals, title status, documentation papers, etc. It is also advised that you get agreement and understanding about responsibilities from the owner or the broker agent to minimize the chance of problems or misunderstandings. If the vessel cannot be adequately prepared for survey, we should be notified so assistance can be employed. Costs associated with employing a surveyor's assistant will be passed along to you. A surcharge may also apply in the event of an extremely dirty or cluttered vessel.
Given the complicated systems, machinery, and method of construction of vessels, it is highly probable that some defects may not be detected due to the inability to inspect some portions of the vessel and machinery. To minimize this potential, the surveyor will endeavor to exercise his or her best judgment and to follow accepted professional standards and practice in the performance of the survey. The surveyor may recommend other specialists be consulted when circumstances dictate in order to protect the prospective purchaser's best interest.
Payment for survey services is due at the time of survey and must be received in full prior to transmittal of the survey report. Survey reports are normally forwarded, via regular mail, within five working days or less depending on workload. A single copy will be sent via Fax upon request.
Our reports are highly detailed and provide a clearly articulated impression of the condition of the vessel, recommendations for necessary repairs, and an opinion as to the approximate current market value and replacement cost. Photographs may be used to qualify observations. Each vessel is given thoughtful consideration of survey observations and the research necessary to support recommendations and valuation opinions.

NEWS

Sometimes the delays related to an incident become more expensive than the damage itself.
The Prompt attendance of the cases and complete technical reports issued within a reasonable time and with Independence and Impartiality criteria are our best presentation card.
The Club requires vessels to be surveyed to ensure that they meet the requisite standards for safety, construction, seaworthiness, cargo worthiness, crew management, and vessel management. Unless the vessel has recently undergone and passed a P&I Condition Survey by a marine Surveyor of AIM Control approved list, the Club will normally require a survey within 30 to 60 days of entry, depending upon the terms of the cover established by our Underwriting Department.
CONDITION SURVEY REQUIREMENT FOR TANKERS CARRYING HEAVY FUEL OIL (HFO) AS CARGO
As part of a concerted industry effort to ensure higher ship standards, the International Group of P&I Clubs is collectively implementing a new survey trigger for seagoing vessels of 10 years of age or more carrying HFO.
As a consequence, all sea-going vessels aged 10 years or more which have carried heavy HFO as cargo within the previous 12 months will subject to condition survey, unless:
• the vessel has undergone a P&I club condition survey during the previous 12 months; or
• the vessel has undergone a Special Survey during the previous 6 months; or
• the vessel has a valid Condition Assessment Program
If a vessel continues to carry HFO as cargo over a period of successive years, the Club is not obliged to carry out a survey every year. However, a survey will need to be held at least every three years after the first survey has taken place. It is at the Club’s discretion whether or not to undertake surveys on a more frequent basis

Pre-Purchase condition of vessel Surveys

Pre-Purchase condition of vessel Surveys
For over 20 years AIM Control has been providing "Professional Marine Services" to Vietnam, International area ship’s owners.
Pre-Purchase Surveys/inspections
A pre-purchase survey is a thorough inspection of the vessel’s structural and watertight integrity, system’s installations, and operating condition, as well as performance. A comprehensive report is issued which includes an equipment list, specifications and detailed list of deficiencies and recommendations. Replacement and market values [in US dollars] are assigned to the vessel. Most lending institutions and insurance companies require a pre-purchase survey.
Also known as a "Buyer's Survey", it is a detailed examination/inspection of a vessel to determine its condition and value. The survey is done for a prospective buyer prior to the actual purchase.
Although a particular vessel may have a well-documented history of use and maintenance, it is in the best interests of the client that the findings of the surveyor result specifically from its current state. The survey is therefore based solely on a careful inspection of all accessible portions of its structure and available equipment such as:
• Hull/Deck/Coachroof laminates and cosmetic condition
• Underwaterbody through hulls and seacocks
• Interior frames/bulkheads and supporting structures
• Rudder and steering gear
• Propeller, shaft, cutless bearing, strut
• Deck fittings, lifelines, stanchions, mooring cleats
• Accommodation spaces - Interior finishes
• Galley equipment - refrigeration
• Fresh water tanks, pumps, hoses, heaters
• Marine Sanitation Devices (MSD) - holding & discharge systems
• Engine, fuel system, exhaust system
• Electrical systems - 12VDC & 120VAC
• Storage batteries - load testing
• Navigation equipment/ electronics
• Ground tackle, windlass
• Spars and rigging
• Fire fighting and Safety Equipment
• LPG and CNG systems
Under ideal circumstances, the Pre-Purchase Marine Survey consists of three phases:

Phase I:
Ashore with full access to the underwater body. All areas of the underwaterbody, sideshells and deck/coachroof are inspected by "sounding" and testing with a moisture meter to determine the structural integrity of the vessel. The keel, rudder, hull penetrations, and propulsion components are evaluated. Electrical systems and electronics are tested. However, some testing of systems and verification of certain components, such as sea valves, stuffing boxes, and steering systems can only be done while afloat under operational conditions.
Phase II:
Afloat with all tanks filled and all systems operating. Propulsion machinery is operated, but in a static mode only and not under load. The integrity of sea valves and hull penetrations can be verified. Certain auxiliary systems can also be run, but only to a limited extent.
Phase III:
Sea trial underway with all machinery and systems operating. Sea trials are at the request of the client with the vessel operated by the owner or the owner's authorized agent. Propulsion machinery is operated under load and all systems and components can be tested under actual sea conditions. Generally, the following activities take place:
• 40-60 minutes at normal cruising engine revolutions
• Engine Instrumentation & controls checks
• Engine block & exhaust temperature measurements
• Engine exhaust system integrity evaluation
• Full power trials (maximum engine revolutions)
• Hard over to hard over (steering systems test)
• Emergency stop
• Steering astern
• Operation of marine electronics and navigation gear
• Demonstration of electrical system(s)
• Demonstration of bilge pumping system(s)
• Demonstration of potable water system
• Demonstration of marine sanitation system
• Demonstration of galley equipment

The Insurance Survey/Casualty Investigation
Insurance underwriters periodically require that an inspection be done to verify that the vessel is an acceptable insurance risk. In this inspection, the insurance company is concerned with the overall structural condition of the vessel, its fair market value and, most importantly, the presence of any hazardous conditions that would affect its safety at sea.
Insurance surveys can be done when the vessel is afloat or ashore. If the vessel is afloat, the insurance company may require that it be hauled so that the condition of the underwaterbody, keel, rudder, and propulsion equipment can be evaluated.
The insurance survey is not as detailed as the pre-purchase survey and is not intended to be as comprehensive. Only critical systems are tested and cosmetic conditions are only noted when they markedly affect the vessel's value. Safety and structural issues are the primary concerns. The insurance survey should never be accepted in lieu of a full pre-purchase survey when purchasing a vessel.
The Appraisal
This inspection determines the fair market value of a vessel and is used for a variety of purposes such as collateral, estate assessment, litigation, etc. The focus is upon the condition and value of the boat's structure and its accessories/equipment.
