Pre-Purchase condition of vessel Surveys

Pre-Purchase Surveys/inspections

A pre-purchase survey is a thorough inspection of the vessel’s structural and watertight integrity, system’s installations, and operating condition, as well as performance. A comprehensive report is issued which includes an equipment list, specifications and detailed list of deficiencies and recommendations. Replacement and market values [in US dollars] are assigned to the vessel. Most lending institutions and insurance companies require a pre-purchase survey.

Also known as a "Buyer's Survey", it is a detailed examination/inspection of a vessel to determine its condition and value. The survey is done for a prospective buyer prior to the actual purchase.

Although a particular vessel may have a well-documented history of use and maintenance, it is in the best interests of the client that the findings of the surveyor result specifically from its current state. The survey is therefore based solely on a careful inspection of all accessible portions of its structure and available equipment such as:

• Hull/Deck/Coachroof laminates and cosmetic condition
• Underwaterbody through hulls and seacocks
• Interior frames/bulkheads and supporting structures
• Rudder and steering gear
• Propeller, shaft, cutless bearing, strut
• Deck fittings, lifelines, stanchions, mooring cleats
• Accommodation spaces - Interior finishes
• Galley equipment - refrigeration
• Fresh water tanks, pumps, hoses, heaters
• Marine Sanitation Devices (MSD) - holding & discharge systems
• Engine, fuel system, exhaust system
• Electrical systems - 12VDC & 120VAC
• Storage batteries - load testing
• Navigation equipment/ electronics
• Ground tackle, windlass
• Spars and rigging
• Fire fighting and Safety Equipment
• LPG and CNG systems

Under ideal circumstances, the Pre-Purchase Marine Survey consists of three phases:

Phase I:

Ashore with full access to the underwater body. All areas of the underwaterbody, sideshells and deck/coachroof are inspected by "sounding" and testing with a moisture meter to determine the structural integrity of the vessel. The keel, rudder, hull penetrations, and propulsion components are evaluated. Electrical systems and electronics are tested. However, some testing of systems and verification of certain components, such as sea valves, stuffing boxes, and steering systems can only be done while afloat under operational conditions.

Phase II:

Afloat with all tanks filled and all systems operating. Propulsion machinery is operated, but in a static mode only and not under load. The integrity of sea valves and hull penetrations can be verified. Certain auxiliary systems can also be run, but only to a limited extent.

Phase III:

Sea trial underway with all machinery and systems operating. Sea trials are at the request of the client with the vessel operated by the owner or the owner's authorized agent. Propulsion machinery is operated under load and all systems and components can be tested under actual sea conditions. Generally, the following activities take place:

• 40-60 minutes at normal cruising engine revolutions
• Engine Instrumentation & controls checks
• Engine block & exhaust temperature measurements
• Engine exhaust system integrity evaluation
• Full power trials (maximum engine revolutions)
• Hard over to hard over (steering systems test)
• Emergency stop
• Steering astern
• Operation of marine electronics and navigation gear
• Demonstration of electrical system(s)
• Demonstration of bilge pumping system(s)
• Demonstration of potable water system
• Demonstration of marine sanitation system
• Demonstration of galley equipment

The Insurance Survey/Casualty Investigation

Insurance underwriters periodically require that an inspection be done to verify that the vessel is an acceptable insurance risk. In this inspection, the insurance company is concerned with the overall structural condition of the vessel, its fair market value and, most importantly, the presence of any hazardous conditions that would affect its safety at sea.

Insurance surveys can be done when the vessel is afloat or ashore. If the vessel is afloat, the insurance company may require that it be hauled so that the condition of the underwaterbody, keel, rudder, and propulsion equipment can be evaluated.

The insurance survey is not as detailed as the pre-purchase survey and is not intended to be as comprehensive. Only critical systems are tested and cosmetic conditions are only noted when they markedly affect the vessel's value. Safety and structural issues are the primary concerns. The insurance survey should never be accepted in lieu of a full pre-purchase survey when purchasing a vessel.

The Appraisal

This inspection determines the fair market value of a vessel and is used for a variety of purposes such as collateral, estate assessment, litigation, etc. The focus is upon the condition and value of the boat's structure and its accessories/equipment.

Giám định Điều kiện tàu, tình trạng tàu trước thời điểm mua bán bao gồm giám định toàn diện Điều kiện và hoạt động tổng thể của một con tàu. Giám định Điều kiện tàu trước thời điểm mua bán bao gồm các mục như giám định toàn vẹn về cấu trúc và giám định vận hành trên biển, giám định hệ thống điện, giám định hệ thống động cơ, giám định hệ thống nhiên liệu, giám định máy móc, giám định sự chuyển hướng, giám định tính ăn lái, giám định hệ thống điều khiển trên trên buồng lái, giám định nội thất, giám định hệ thống điện, và giám định bảo dưỡng tổng thể.      

Giám định Điều kiện tàu trước thời điểm mua bán để cung cấp các thông tin cần thiết liên quan trong hợp đồng thuê/trả tàu, các dự án tài chính, thuê hoặc thay đổi chủ sở hữu. Dịch vụ này có thể được yêu cầu bao gồm siêu âm kiểm tra độ dày của vỏ tàu.

Giám định Điều kiện tàu trước thời điểm mua bán giám định trực quan và thường bao gồm những điều sau đây:

Mục 1 Tóm tắt giám định và điều kiện của tàu

Mục 2 Ấn phẩm và Giấy chứng nhận đăng kiểm theo luật định

Mục 3 Quản lý, hồ sơ và thuyền viên

Mục 4 Cấu trúc tàu: bên ngoài thân tàu và cấu trúc thượng tầng, neo, xích, tời, Két Ballast, thiết bị trên boong.

Mục 5 Nắp hầm hàng, Cần cẩu & Hầm hàng, thiết bị làm hàng

Mục 6 Phòng máy, Máy móc và dầu nhiên liệu, Bilges, giờ chạy nếu là các động cơ chính và phụ

Mục 7 Buồng lái và thiết bị hàng hải

Phần 8 Hệ thống Truyền thông, ăng-ten

Phần 9 Thiết bị Cứu nạn/ Thiết bị chữa cháy

Mục 10 Tổng quan, không gian sinh hoạt của thủy thủ đoàn

Phần 11 ISM code, ISPS Code, nhật ký boong, nhật ký máy

Trong những điều kiện lý tưởng, Giám định Điều kiện tàu trước thời điểm mua bán bao gồm ba giai đoạn:

Giai đoạn I:

Giám định toàn bộ các cấu trúc của Tàu chìm trong nước, vách thân tàu (trái – phải) được kiểm tra bằng cách "âm thanh" và kiểm tra với một máy đo độ ẩm để xác định tính toàn vẹn về cấu trúc của tàu chìm dưới nước. lườn tàu, bánh lái, thân tàu, và các thành phần động cơ đẩy. Kiểm tra Hệ thống điện và điện tử. Tuy nhiên, một số thử nghiệm các hệ thống và xác minh các thành phần nhất định, chẳng hạn như van biển, hộp nhồi, và các hệ thống lái.

Giai đoạn II:

Giám định toàn bộ các cấu trúc của Tàu (phần nổi), cho các hệ thống vận hành trong điều kiện không tải để kiểm tra Tính toàn vẹn của van thông biển, thân tàu, các hệ thống.

Giai đoạn III:

Giám định vận hành tàu trên Biển được tiến hành với tất cả các máy móc thiết bị và hệ thống hoạt động vận hành. Giám định vận hành tàu trên Biển được thực hiện theo yêu cầu của khách hàng với các tàu hoạt động vận hành của đại diện chủ sở hữu, chủ tàu hoặc đại lý ủy quyền của chủ tàu. máy móc được vận hành dưới tải và tất cả các hệ thống và các thành phần được kiểm tra trong điều kiện biển thực tế. Nói chung, các hoạt động sau diễn ra:

• 40-60 phút cho vận hành vòng tua máy hoạt động bình thường

• Giám định thiết bị đo và thiết bị điều khiển

• Đo nhiệt độ khí thải/xả, thân máy

• Kiểm tra các hệ thống điện

• Kiểm tra các hệ thống bơm la canh

• Kiểm tra hệ thống bơm nước sạch

• Kiểm tra hệ thống vệ lọc biển

• Kiểm tra thiết bị bếp

Giám định Bảo hiểm tàu / Giám định điều tra tai nạn

Bảo hiểm yêu cầu định kỳ giám định điều kiện, tình trạng Tàu để xác minh rằng những rủi ro của con tàu nằm trong sự chấp nhận của bảo hiểm. Giám định Bảo hiểm tàu, công ty bảo hiểm là yêu cầu giám định điều kiện kết cấu tổng thể của tàu, giá trị thị trường hợp lý và, quan trọng nhất, sự hiện diện của bất kỳ điều kiện độc hại, rủi ro mà có thể ảnh hưởng đến an toàn của tàu trên biển.

Giám định bảo hiểm tàu có thể được thực hiện khi tàu nổi hoặc trên trên ụ nổi. Nếu tàu nổi, công ty bảo hiểm có thể yêu cầu rằng Tàu đưa lên ụ để có thể giám định các điều kiện của các thân tàu chìm trong nước, lườn tàu, bánh lái, và thiết bị động cơ đẩy chìm dưới nước.

Giám định bảo hiểm tàu không chi tiết như Giám định Điều kiện tàu trước thời điểm mua bán

Tức là không có giám định toàn diện. Chỉ giám định các hệ thống quan trọng của tàu và có nguy cơ ảnh hưởng đánh kể đến đến giá trị của tàu. Hệ thống An toàn và các hệ thống cấu trúc là những mối quan tâm chính. Giám định bảo hiểm tàu không thể thay thế cho Giám định Điều kiện tàu trước thời điểm mua bán
